Elisabeth R. Günther
Chief Campus Counsel and Associate General Counsel
Elisabeth R. Günther became the first full-time chief campus counsel for UC Merced effective July 1, 2015, after assuming the role as the campus counsel in 2008. She joined the Office of the General Counsel in 2006, managing a wide range of legal issues from environmental compliance and land-use issues to public contracting and employment issues, with particular focus on the Merced 2020 Project. Elisabeth has developed a deep understanding of UC Merced’s culture and legal needs, and is an important strategic partner with campus leadership.
Before joining OGC, Günther was an assistant city attorney with the cities of Santa Rosa and San Francisco and was in private practice as a partner/shareholder in the law firms of Beveridge & Diamond and Heller, Ehrman, White & McAuliffe. Günther graduated from the University of Michigan (A.B., economics, 1979) and the University of Chicago (J.D., 1983). She also studied at the London School of Economics.
Angela R. Counts
Legal, Public Records Act and Conflict of Interest Coordinator
Angela Counts is a certified compliance and ethics professional who started in the Office of Legal Affairs in 2014. She supports campus counsel in a wide range of legal matters and oversees coordination of the campus public-records and conflict-of-interest programs. Counts graduated from the University of California, Davis (B.A. 2001), with degrees in political science and sociology of law.
